President Ferdinand R. Marcos Jr. addressed law ministers from the Association of Southeast Asian Nations (ASEAN) today, urging them to strengthen regional cooperation in combating cybercrimes and addressing the complex legal and ethical challenges posed by Artificial Intelligence (AI)
In his keynote speech at the opening of the 13th ASEAN Law Ministers Meeting (ALAWMM), chaired by the Philippines, President Marcos welcomed the momentous signing of the ASEAN Extradition Treaty (AET).
The President emphasized the treaty’s significance: “The AET reflects our collective resolve – that individuals with criminal charges will not escape justice by crossing borders in ASEAN… With this landmark treaty, we send a clear message to the world that we are united and that our legal foundation is stronger than ever.”
The AET is a crucial instrument designed to enhance regional action against conventional cross-border crimes by reflecting international legal principles on the extradition of nationals, provisional arrest, documentation procedures, and dispute settlement mechanisms.
While celebrating the AET’s impact on traditional crimes, President Marcos pressed the law ministers to shift focus to emerging threats in the digital realm.
“I speak of the threat of cybercrimes and the ethical and legal implications of Artificial Intelligence. We must ensure that our laws can govern the digital space fairly and securely,” the President stated.
He stressed the importance of proactive efforts to ensure sustainable and secure regional growth rooted in human dignity, reaffirming that the Rule of Law serves as the “great equalizer” in society. The President also highlighted the need to fight corruption, inefficiency, and impunity, which erode the moral bases of societies.
President Marcos concluded by reaffirming the Philippines’ commitment to working with all ASEAN Member States for a stronger, more resilient bloc.
“Let us continue on this path as we make the Rule of Law the most enduring promise we can make to our peoples. Together, let us honor that promise and work towards it, united in the belief that justice and fairness know no borders in ASEAN,” he said.
The ALAWMM, established in 1986, serves as a vital platform for Justice Ministers, Secretaries of Justice, and Attorneys-General to promote legal collaboration and the rule of law across the region.
