BOI greenlights PDDC’s Php400-M complex energy efficiency project, a first under CREATE MORE Act

The Board of Investments (BOI) has approved the registration of the Philippine DCS Development Corporation’s (PDDC) Complex Energy Efficiency Project, with a total investment of around Php400 million.

This marks a milestone as the project is the first Complex Energy Efficiency initiative to receive fiscal incentives under the Republic Act (RA) No. 12066, also known as the CREATE MORE Act.

The PDCC’s project signals the emergence of more energy efficiency investments in the Philippines. Trade Undersecretary and BOI Managing Head Ceferino Rodolfo met with the officials of the PDDC in a courtesy call, where they discussed the details of the complex energy efficiency project which will soon operate in Alabang, Muntinlupa City.

Specifically, the project focuses on retrofitting and upgrading a facility’s cooling system to enhance reliability and energy efficiency. Once completed, the initiative is projected to save 36% of energy annually, which amounts to approximately 168 gigawatt-hours (GWh), and is equivalent to avoiding about 118,040 metric tons of carbon dioxide (CO₂) emissions. These considerable reductions highlight the project’s role in advancing energy efficiency and supporting a low-carbon economy in the country.

As a Third-Party Project Developer (TTPD), PDDC undertakes energy efficiency projects on behalf of client companies, providing the technical expertise and investment capital necessary to deliver long-term operational savings and emissions reductions. PDDC is a joint venture between local conglomerate, Filinvest and French energy company, Engie.

BOI staff inspect the project site. (L-R): Clifford Waje (Project Manager – Engie), Cris Maer (Area Manager – Engie), Ian Kenneth Tria (Jr. Site Engineer – Engie), Aira Badong (BOI), Romalyn Manalo (BOI), Dale Geoffrey Guerra (BOI), Zenon Dimaranan (Head of Key Accounts – Engie), Mhaylon Arciaga (Safety Officer – Engie).

As it continues to encourage enterprises to pursue energy efficiency initiatives, the BOI emphasizes that such projects not only reduce energy costs and environmental impacts but also strengthen the competitiveness and sustainability of Philippine industries.

Moreover, the BOI remains steadfast in its efforts to enhance the country’s investment environment that will position the Philippines as the regional hub for smart and sustainable manufacturing and services.
