Agencies maintain status quo for business permits, licenses until June 30, 2026 – ARTA

With the renewal of business permits and licenses starting January 2026, concerned agencies and organizations, particularly the Bureau of Fire Protection (BFP) and the National Association of Business Permits and Licensing Officers (NABPLO), agreed that the Joint Memorandum Circular (JMC) on electronic Business One-Stop Shop (eBOSS) compliance shall remain on status quo until 30 June 2026, following intervention from the Anti-Red Tape Authority during the meeting on 10 December 2025. ARTA has released Advisory No. 2025-019 reflecting the agreements.

 

It was unanimously agreed that from 01 January to 30 June 2026, local government units (LGUs) shall continue to observe the prevailing Fire Safety Inspection Fees (FSIF) processes implemented by the LGUs.

LGUs that have already transitioned to the Fire Safety Inspection System (FSIS) may continue implementing and utilizing this system for the assessment, collection, and remittance of the FSIF.

 

 

Meanwhile, LGUs currently collecting the FSIF on behalf of the BFP have the choice to either continue the collection or revert to the BFP, subject to prior written notification to the concerned City or Municipal Fire Marshal.

 

All LGUs shall ensure no interruption in the existing processing timelines, service standards, and payment arrangements during this period. No additional requirements, system shifts, or unilateral changes in FSIF processing shall be imposed by any party.
