The Land Transportation Office (LTO) reminded the motoring public that digital driver’s licenses (e-driver’s licenses) obtained via the Land Transportation Management System (LTMS) are fully recognized as valid identification for operating a vehicle.
In accordance with DOTr Department Order No. 2023-015, the e-driver’s license serves as a legitimate alternative to the physical card. LTO Chief Assistant Secretary V. Lacanilao emphasized that all LTO law enforcers and deputized agents are strictly mandated to accept the digital format during roadside operations.
To ensure a smooth inspection process, motorists should keep the following rules in mind:

When to Present: The e-driver’s license is valid for both routine scheduled inspections and in the event of a traffic violation.

Official Portals Only: Digital licenses are only considered valid if accessed live through the LTMS portal or the eGovPH digital services portal.

No Screenshots/Photocopies: To prevent fraud, the LTO will not accept screenshots, printed photocopies, or any other digital versions of the ID. Enforcers require the driver to log in to their account to prove the license’s authenticity. “If you are stopped due to a traffic violation or under scheduled inspection and you do not have a physical license, you may present your e-driver’s license through the LTMS portal,” said Asec Lacanilao. “Our enforcers are trained to recognize these as the functional equivalent of the physical card.”
The e-driver’s license is automatically generated for motorists upon the successful application for a new license or the renewal of an existing one. Drivers can view their credentials at any time by logging into their personal accounts on the LTMS platform.
The LTO continues to encourage motorists to familiarize themselves with the LTMS portal as part of the agency’s ongoing push toward digitalization and more efficient public service.
