In a direct response to President Ferdinand R. Marcos Jr.’s mandate to modernize Philippine roadways, the Department of Transportation (DOTr) is fast-tracking the development of active transport infrastructure across Luzon. This week, the DOTr reported significant construction milestones in Angeles City and Malabon City, marking a shift toward more sustainable, people-centered urban design.
These initiatives are part of a broader national strategy to transition from car-centric layouts to inclusive spaces that prioritize pedestrians and cyclists.
Progress is moving at a steady pace across two key project sites as of the fourth week of January 2026:
Angeles City, Pampanga: Construction of 11.3 kilometers of Class 2 cycle lanes along MacArthur Highway and Friendship Highway is nearing the finish line, currently at 93% completion. Once finalized, these lanes will provide a dedicated, safer corridor for daily commuters and cycling enthusiasts in the province.
Malabon City: A comprehensive network of Class 1, 2, and 3 cycle lanes is currently at 35.25% completion. This project is unique for its integration of vertical gardens along P. Aquino Avenue, blending green infrastructure with urban mobility. The network will improve connectivity around the Malabon City Hall and the city’s civic center.
The DOTr’s active transport projects are designed to do more than just paint lines on a road. By creating protected lanes and integrating greenery, the department aims to:
Enhance Safety: Reduce accidents by providing dedicated spaces for non-motorized transport.
Promote Health: Encourage cycling and walking as viable, healthy alternatives to motorized transit.
Improve Connectivity: Bridge the gap between residential areas and civic hubs like city halls and main highways.
