DMW bolsters global partnerships to elevate OFW rights and welfare

The Department of Migrant Workers (DMW) is pivoting toward a more robust international presence, announcing plans to strengthen bilateral ties with both traditional and emerging host countries. This strategic expansion aims to ensure the safety and fair treatment of Overseas Filipino Workers (OFWs) through deeper integration with regional and multilateral giants like ASEAN, the ILO, and the IOM.

These objectives took center stage during the Year-End Performance Assessment (YEPA) and Corporate Planning session held by the Policy and International Cooperation Cluster on February 10 at the DMW Central Office.

Undersecretary Jainal T. Rasul Jr. underscored that the cluster’s three bureaus are the engine room for the DMW’s global engagements. Their mission is strictly aligned with Secretary Hans Leo J. Cacdac’s 10-Point Agenda, which prioritizes a labor migration system that is:

  • Safe: Protecting workers from exploitation.

  • Fair: Ensuring ethical recruitment and just wages.

  • Transparent: Streamlining processes through clear policy and cooperation. “Our focus remains on policy consultation and strategic research,” Rasul noted. “By engaging stakeholders and strengthening bilateral relations, we create a safer migration landscape for every Filipino abroad.”

Assistant Secretary Levinson Alcantara led a review of the year’s milestones while setting the stage for the 2025 reporting cycle. To maintain this momentum into 2026, the cluster identified three critical pillars for improvement:

  1. Increased Manpower: Expanding the team to handle growing international demands.

  2. Budgetary Support: Securing the resources necessary for expansive welfare programs.

  3. Enhanced Equipment: Upgrading technical capabilities for better inter-agency coordination.

The assessment saw active participation from the cluster’s leadership, including Director Maria Teresa de los Santos, Director Francisco Aguilar, Jr., and newly-appointed Director Jerome Yanson.
