Pres. Marcos Jr. orders infrastructure assessment of Kalayaan Island group to boost tourism and livelihoods

President Ferdinand R. Marcos Jr. has directed the Department of Public Works and Highways (DPWH) to conduct a comprehensive inspection of the Kalayaan Island Group (KIG) to evaluate the feasibility of constructing new seaport and airport facilities.

The directive, confirmed by Presidential Communications Office (PCO) Undersecretary Claire Castro during a Palace briefing on Wednesday, marks a significant step toward enhancing the accessibility and economic viability of the West Philippine Sea territory.

The proposed infrastructure aims to transform the Kalayaan Island Group into a more accessible destination, fostering tourism and creating sustainable livelihood opportunities for its residents. “I have spoken with Secretary Vince Dizon, and the President has indeed instructed them to visit the Kalayaan Island Group to assess the requirements. They will be submitting proposals for the construction of both a port and an airway,” Undersecretary Castro stated.

The President’s instruction arrives as the Kalayaan Municipal Tourism Office launches its latest guided tour packages this February 2026. The current offerings include:

  • Duration: 9-day, 8-night guided expeditions.

  • Inclusions: Round-trip sea transfers, accommodations, and daily meals.

  • Eligibility: Open to domestic and international travelers (subject to strict booking and security compliance).

First opened to regulated tourism in March 2023 via the “Great Kalayaan Expedition,” the municipality has seen steady progress in its hospitality capabilities. Under the guidance of the Department of Tourism (DOT), residents on Pag-asa Island—the largest in the group—have undergone specialized training to balance visitor arrivals with ecological preservation.

Current expeditions cover key areas including:

  1. Lawak Island

  2. Patag Island

  3. Likas Island

  4. Pag-asa Island

While the administration is moving toward permanent infrastructure, authorities remind the public that access to the KIG remains strictly regulated. Due to the remote location and ongoing security considerations in the West Philippine Sea, all interested travelers must coordinate directly with the Municipality of Kalayaan for clearance.

The DPWH assessment is expected to provide a roadmap for modernizing the islands, ensuring that the Philippines maintains a functional and welcoming presence in the region.
