PCG to house Command and Admiral Staff College in New Clark City

The Philippine Coast Guard (PCG) has chosen New Clark City in Capas, Tarlac as the new home of its Command and Admiral Staff College, leasing key facilities within the National Government Administrative Center (NGAC) to strengthen leadership training and institutional capacity development.

The contract signing between the New Clark Government Center (NCGC) Corporation and the PCG was signed by Commandant Admiral Ronnie Gil Gavan with PCG Representative Admiral Tito Alvin Andal as witness. On the part of NCGC, President Patrick Nicholas David signed the agreement, witnessed by General Manager PBGen Arnold D. Gunnacao (Ret.).

Bases Conversion and Development Authority (BCDA) Board Director Rolen Paulino also witnessed the signing and expressed support for the partnership.

Under the agreement, the PCG will lease the entire 4th floor of both the North and South Towers of the Government Building to house its Command and Admiral Staff College. The entire 6th floor of the Acacia Building will serve as the dormitory facility.

BCDA President and CEO Engr. Joshua M. Bingcang said the move strengthens New Clark City’s role as a strategic government hub.

“The establishment of the PCG’s Command and Admiral Staff College in New Clark City reflects growing confidence in the city as a secure and resilient location for critical institutions,” Engr. Bingcang said. “We designed this city to host agencies that require continuity, safety, and long-term operational stability.”

“New Clark City is a city built with foresight — outside congestion, above flood risk, and structured to support national institutions that must endure and perform under any circumstance,” said NCGC Chairperson Engr. Isaac “Bong” S. David. “By situating the Admiral and Command Staff College here, the Philippine Coast Guard aligns its future leadership training with a national vision of sustainability, security, and institutional strength.”

NCGC Corporation oversees the development, operations, and management of several facilities within the National Government Administrative Center in New Clark City, working alongside BCDA to bring in and support national government and institutional locators.

This initiative aligns with the socioeconomic agenda of President Ferdinand R. Marcos Jr., particularly his focus on infrastructure modernization, regional development, and strengthening national security institutions. By situating the PCG’s Command and Admiral Staff College in New Clark City, the government advances its push to decongest Metro Manila, build disaster-resilient public infrastructure, and promote balanced growth across regions. The move also supports the administration’s broader goal of ensuring continuity of government operations while investing in the professional development of uniformed services that safeguard the country’s maritime and economic interests.

The National Government Administrative Center is a 200-hectare sustainable hub within the 9,450-hectare New Clark City development. It was designed to help decongest Metro Manila and provide modern, disaster-resilient facilities for national government agencies. Phase 1A was completed in 18 months and features an integrated government operations center, a government housing facility (The Residences), a 20,000-seat Athletics Stadium, a 2,000-seat Aquatics Center, and the 525-room Athletes’ Village.

This steady build-up reflects growing confidence in New Clark City as an alternative government hub outside Metro Manila. The Philippine Space Agency is building its headquarters in the metropolis, while the Bangko Sentral ng Pilipinas is developing its New Clark City complex for currency production and security operations. The proposed Virology and Vaccine Institute of the Philippines of the Department of Science and Technology is also set to be located in the area.

Beyond government institutions, New Clark City is also emerging as an education center. The National Academy of Sports operates in New Clark City to train student-athletes in world-class facilities, with its first phase complete and Phase 2 under construction. The University of the Philippines has begun developing a satellite campus, while the Philippine Science High School is building its Infinitum Learning Center. BCDA and the Provincial Government of Tarlac have also signed an agreement to establish a campus for the Tarlac Community College, further expanding access to higher education in Central Luzon.

New Clark City is positioned as a resilient government and institutional hub, offering modern infrastructure, reliable utilities, and a strategic location outside Metro Manila to support uninterrupted public service.
