MARINA expands digital passenger manifest system nationwide to enhance maritime safety

The Maritime Industry Authority (MARINA) is moving toward the nationwide implementation of a digital passenger manifest system for domestic shipping, aimed at modernizing boarding processes and bolstering passenger accountability across the archipelago.

The initiative, spearheaded by MARINA Administrator Sonia Malaluan, focuses on replacing manual, paper-based manifests with a streamlined digital standard. Currently being piloted in the Iloilo and Guimaras routes, the system allows for the automatic generation of passenger lists and offers potential integration for digital fare payments.

Developed in collaboration with the Department of Information and Communications Technology (DICT) and private sector partners, the system offers two primary methods for data capture:

  • QR-Based Registration: Passengers register via a mobile application, generating a unique QR code that automates their inclusion in the manifest upon scanning.

  • Tap-and-Go Cards: A contactless solution designed for speed and ease of use, particularly in high-volume areas. “The goal is to ensure that all passengers are properly manifested before boarding, improving passenger safety and accountability,” said Administrator Malaluan.

MARINA is prioritizing short-distance and river routes with travel times of less than one hour for the initial expansion. Recognizing the diverse infrastructure across the country’s ports, the agency is maintaining a flexible policy for smaller operators:

  • Flexible Technology: Operators can choose between QR codes or tap cards based on their specific operational needs.

  • Offline Capability: Provisions are being made for routes with limited internet connectivity to ensure no operator or passenger is left behind by the digital transition.

While the current QR system focuses on registration and manifest accuracy, MARINA is actively coordinating with the DICT to further refine the technology, with future iterations expected to fully integrate digital payment functions to create a seamless “end-to-end” travel experience.

By digitizing these records, MARINA ensures that accurate passenger data is available in real-time, significantly improving emergency response capabilities and operational transparency in the domestic shipping industry.
