The Civil Aviation Authority of the Philippines (CAAP) has launched the New Aeronautical Information Service (AIS) System Project, marking a pivotal shift in the nation’s aviation infrastructure.
This initiative transitions the country from traditional information services to a sophisticated, fully digital Aeronautical Information Management (AIM) framework.
The project was formalized during a signing ceremony on Monday, April 14, 2026, at the CAAP Central Office. The agreement was led by CAAP Director General Retired Lt. Gen. Raul Del Rosario and Diego Castillejo, CEO of Indra Philippines Inc.
The procurement of the AIM system from the Indra Group—a global leader in air traffic management and digital consultancy—aligns the Philippines with International Civil Aviation Organization (ICAO) Annex 15 standards.
By migrating to an integrated digital ecosystem, CAAP ensures that pilots, air traffic controllers, and stakeholders receive more reliable, accurate, and real-time aeronautical data. This transition is essential for enhancing the safety and efficiency of Philippine airspace in the face of growing global air traffic demands.
“This is a major shift toward aeronautical information management… This project demonstrates CAAP’s commitment to innovation, safety, efficiency, and service excellence,” stated Lt. Gen. Del Rosario.
The new system utilizes Indra Group’s AviSuite AIS and Wizard Portal AIM, introducing high-level automation and data integrity tools, including:

Centralized AIXM Database: A unified, Aeronautical Information Exchange Model-compliant database.

Electronic AIP (eAIP): Digitized Aeronautical Information Publications for easier access and updates.

Digital NOTAM: Real-time digital “Notices to Airmen” for immediate safety alerts.

Automated Charting & Flight Plan Management: Streamlined processing for complex flight data.
The ceremony was attended by Sylvia Torices, the Economic and Trade Counselor of the Spanish Embassy in the Philippines. Her presence underscored the strengthening economic and technical ties between Spain and the Philippines, specifically in the delivery of high-level technological solutions.

This modernization effort is a direct response to the strategic directives of President Ferdinand Marcos Jr. and Transportation Secretary Giovanni Lopez. By investing in world-class technology, CAAP ensures the Philippine aviation sector remains resilient and ready for the evolving technological landscape of the 21st century.
