DOTr warns TNCs, transport, and LTFRB officials over excess TNVS drivers beyond authorized cap

Transportation Secretary Banoy Lopez on Wednesday issued a stern warning to Transport Network Companies (TNCs), as well as current and former officials of the Department of Transportation (DOTr) and the Land Transportation Franchising and Regulatory Board (LTFRB), over the growing number of Transport Network Vehicle Service (TNVS) drivers that have exceeded the regulatory cap set by authorities.

Speaking during the Senate Committee hearing under the Proactive Response and Oversight for Timely and Effective Crisis Strategy (PROTECT), Secretary Lopez underscored the need for accountability across all sectors involved in the issue. He emphasized that the responsibility does not lie solely with TNCs, but also with government agencies tasked with regulating and enforcing transport policies.

“Dapat may pananagutan talaga ang TNCs dito. At hindi lang ‘ho yun, I will extend further, Mr. Chair, yung pananagutan hindi lang sa hanay ng TNC. May pananagutan din dapat ang LTFRB or DOTr, whether present or former officials, kasi hinayaan itong mangyari,” Secretary Lopez stated during the hearing.

The Transportation chief raised concerns that the unchecked increase in TNVS drivers has led to market imbalance, operational inefficiencies, and potential risks to both drivers and commuters. The LTFRB had previously set a cap on TNVS units to maintain sustainable operations and ensure quality service, but recent figures indicate that the number of active drivers has significantly surpassed this limit.

Secretary Lopez called for a comprehensive review of policies, stricter enforcement of regulations, and a thorough investigation into how the excess registrations were allowed to proceed. He also hinted at possible administrative and legal actions against those found responsible for lapses in oversight.

“We cannot allow regulatory breakdowns to undermine the integrity of our transportation system. Accountability must be enforced at all levels,” he added.

The DOTr is expected to coordinate with the LTFRB and other relevant agencies to audit current TNVS registrations and implement corrective measures. Further hearings and consultations are also anticipated as part of the Senate’s ongoing oversight efforts.
