BIR and NAPOCOR strengthen partnership to enhance tax compliance and transparency in the power sector

The Bureau of Internal Revenue (BIR) and the National Power Corporation (NAPOCOR) reaffirmed their commitment to stronger institutional collaboration following a high-level strategic meeting held on Tuesday. The engagement underscored both agencies’ shared goal of advancing tax compliance, improving revenue administration, and promoting transparency across state-owned power operations.

The meeting was led by BIR Commissioner Charlito Martin R. Mendoza and NAPOCOR President and Chief Executive Officer Jericho Jonas B. Nograles, who guided discussions on priority areas of mutual concern. These included strengthening tax assessment and collection processes, enhancing regulatory coordination, and establishing more robust information-sharing mechanisms between the two institutions.

Both agencies emphasized the importance of adopting practical and forward-looking measures to ensure timely and accurate fiscal reporting, particularly in relation to power generation and transmission activities. Discussions also addressed the need for streamlined procedures to resolve tax-related issues efficiently, minimizing operational disruptions while ensuring full compliance with existing laws and regulations.

“This collaboration reflects our continued commitment to uphold fiscal discipline while supporting the operational mandates of our government-owned and controlled corporations,” Commissioner Mendoza said. “Through closer coordination with NAPOCOR, we aim to foster a more transparent and accountable environment that benefits both the government and the public.”

NAPOCOR President and CEO Nograles highlighted the importance of aligning financial and operational practices with national fiscal policies. “Strengthening our partnership with the BIR enables us to ensure that our processes meet the highest standards of compliance and transparency, ultimately contributing to a more resilient and sustainable energy sector,” he stated.

Both parties agreed to institutionalize regular engagements and to develop concrete, time-bound action plans that will reinforce fiscal responsibility, operational efficiency, and transparency. The initiative is expected to further enhance governance standards within the energy sector while supporting broader national development objectives.

Also in attendance were NAPOCOR Vice President for Finance Crisanto V. Hilario; Atty. Christopher P. Agbayani, Officer-in-Charge Assistant Division Chief of the National Investigation Division; Atty. Dondanon A. Galera of the Large Taxpayer Service–Excise; and Atty. Jayson R. Paycipay, Technical Assistant from the BIR’s Large Taxpayer Service.
