The Philippine Coastwise Shipping Association, Inc. (PCSA), the nation’s largest association of domestic shipping owners and operators, has expressed its deep gratitude to the Maritime Industry Authority (MARINA) for its rapid intervention to support the maritime sector amid severe fuel supply and price disruptions triggered by the ongoing Middle East conflict.
In a formal letter addressed to Department of Transportation (DOTr) Secretary Giovanni Z. Lopez, the PCSA lauded MARINA’s prompt issuance of four critical advisories following the February 28 air raids on Iran. The association highlighted these measures as a vital lifeline for operators struggling against surging operational costs.
“Amid rising operational costs, particularly in fuel, this initiative in reducing various fees and charges reflects a pragmatic and responsive approach,” the PCSA stated in its letter. “These measures not only provide relief to maritime stakeholders but also fully support operators in sustaining essential sea travel and cargo services.”
To counter the crippling impact of rising fuel costs on domestic trade, MARINA’s relief package introduced several key interventions to keep the industry viable while protecting consumers:

Financial Relief: A temporary reduction of various regulatory fees and charges to ease the financial burden on shipping companies.

Flexible Pricing: The establishment of a maximum allowable increase of 30% on freight and passenger rates, protecting consumers while allowing operators to cover rising overheads.

Operational Adjustments: Authorization for shipping lines to consolidate or reduce trips, optimizing vessel capacity and significantly cutting fuel consumption.

Priority Logistics: Clear directives instructing operators to prioritize the transport of basic and critical commodities to prevent supply chain disruptions across the archipelago.

Passenger Transparency: Mandated travel advisories to ensure the public is kept fully informed of any schedule changes or consolidated trips.
The PCSA emphasized that MARINA’s proactive stance has successfully averted a potential crisis in domestic shipping, ensuring the uninterrupted movement of people and goods during a volatile period.
“This prompt action by MARINA demonstrated sound judgment in striking a balance between regulatory responsibility and economic realities,” the PCSA letter noted. “It contributes significantly to maintaining stability within the maritime sector during a period of uncertainty. We trust that such measures will continue to strengthen the resilience and viability of our industry.”
