A significantly more orderly and state-of-the-art airport will soon welcome passengers and tourists as the comprehensive rehabilitation of the Tuguegarao Airport moves into full swing, with major milestones scheduled for completion by December 2026.
The modernization project follows a direct directive from President Ferdinand Marcos Jr. to upgrade and streamline regional airports nationwide. The initiative aims to stimulate local economies, invite robust business investments, and heavily drive tourism to the provinces.
During a comprehensive site inspection yesterday, Transportation Secretary Banoy Lopez emphasized that the rehabilitation is a critical step forward in improving regional connectivity across Northern Luzon.
“The order given to us by President Marcos Jr. is that we must enhance regional connectivity through our airports. When our airports are well-maintained and modern, more passengers and tourists will be encouraged to visit the province, which will directly result in the growth of tourism and business,” Secretary Lopez stated.
Joining the Secretary during the inspection were key aviation and transportation officials, including Transportation Senior Undersecretary Mark Steven Pastor, Undersecretary for Aviation and Airports Jim Sydiongco, Civil Aviation Authority of the Philippines (CAAP) Director General Raul Del Rosario, and Deputy Director General Danjun Lucas.
Enhanced Capacity and Key Features The upgrading project will dramatically expand the airport’s capacity. By December 2026, the terminal will be equipped to accommodate up to 743 passengers at any given time, a massive increase from its previous capacity of only 212 passengers.
In addition to expanding the Passenger Terminal Building (PTB), the comprehensive rehabilitation project features:

Runway Extension: Lengthening the runway to safely accommodate larger aircraft.

Night-Rating Capabilities: Upgrading airfield systems to support evening flights and improve operational flexibility.

New Administration Building: Constructing a dedicated facility for optimized airport management.

Upgraded Emergency Services: Secretary Lopez has explicitly directed CAAP to provision and install a brand-new, modern airport fire truck that strictly adheres to international aviation safety standards.
Future Expansions Revealed Coinciding with the inspection, Secretary Lopez met with Cagayan Governor Edgar Aglipay and local provincial government officials to present the master plan for the airport’s succeeding development phases.
Spanning into the next phase, which is slated for completion in September 2027, the Department of Transportation (DOTr) will introduce a completely overhauled interior and exterior architectural design for the Passenger Terminal Building. This subsequent expansion will add another 150 seats to the terminal, bringing the airport’s total seating capacity to nearly 900 passengers.
