TABUK CITY, Kalinga — Agriculture Secretary Francisco P. Tiu Laurel Jr. led the expanded rollout of Benteng Bigas, Meron Na!, the flagship food program of President Ferdinand Marcos Jr., in Kalinga, while distributing nearly P148 million in agricultural support to local farmers for 2026.
The program, designed to strengthen rice and corn production, aligns with the government’s broader goal of ensuring food sufficiency while boosting farmer incomes and promoting sustainable agricultural practices.
Tiu Laurel’s visit included a series of key activities in Tabuk City, such as the inspection of the National Food Authority (NFA) warehouse, a dialogue with farmers at the National Irrigation Administration (NIA) site, and the official launch of the expanded P20 Rice Program. The initiative aims to make rice more affordable to consumers while providing farmers with fair market access.
“Kalinga is not just rich in natural resources; it is rich in hardworking farmers who deserve the best support our government can provide. Today, we are not only distributing rice and agricultural aid but also empowering communities to increase productivity, stabilize prices, and preserve traditional heirloom rice varieties,” Tiu Laurel said.
“This comprehensive approach—from providing crop insurance and farm machinery to launching market-oriented initiatives like KADIWA Ng Pangulo—ensures that every farmer, from smallholders to cooperatives, can sustainably grow their livelihoods,” the DA chief said. “Our vision is a Kalinga where farming is not just a means of subsistence but a pathway to economic growth and food security for the entire Cordillera region.”
Kalinga, a landlocked province in northern Luzon with more than 47,000 hectares of largely irrigated farmland, is home to around 37,720 households. Rice, corn, and coffee dominate production, while swine and cattle farming provide additional livelihood opportunities.
In 2025, the province produced over 138,000 metric tons of rice, with heirloom rice accounting for nearly 6,000 metric tons, representing a significant share of regional supply.
The Department of Agriculture highlighted the participation of 259 accredited civil society organizations, ensuring that aid reaches both individual farmers and cooperative groups. This year’s support, totaling to about P285 million in rice, corn, livestock, high value crops, and special local programs, benefits thousands of registered farmers across Kalinga’s eight municipalities.
In 2025, DA assistance in the province reached P283.6 million.
Friday’s visit concluded with a cultural conferment ceremony honoring Tiu Laurel with tribal recognition and celebrating local heritage, reflecting the government’s commitment to integrating modern agricultural programs with respect for indigenous traditions and community values.
