In anticipation of the upcoming academic year, the Philippine Ports Authority (PPA) has launched a nationwide port readiness and modernization campaign.
Designed to ensure safe, seamless, and comfortable travel for thousands of students and families returning to the provinces, the initiative aligns with the 2026 National Oplan Balik Eskwela (OBE).
Under the directive of President Ferdinand “Bongbong” Marcos Jr., the PPA is actively upgrading its maritime infrastructure across the archipelago to match the service standards of modern airports.
A centerpiece of this modernization push is the ongoing redevelopment of the NorthPort Passenger Terminal Building (PTB) in Manila. Key passenger-friendly enhancements at the terminal include:
-
Eco-Friendly Facilities: Installation of motion-sensored lighting in comfort rooms for optimized energy efficiency.
-
Digital Connectivity: Complimentary high-speed Wi-Fi access throughout the terminal.
-
Seamless Transit: Construction of covered walkways for safer terminal access, complemented by a free NorthPort shuttle bus service transporting passengers directly from the PTB to their designated vessels.
-
Enhanced Accessibility: Ongoing renovation and expansion of the concourse priority areas, specifically tailored to accommodate senior citizens, persons with disabilities (PWDs), pregnant women, and passengers requiring immediate assistance.
To boost operational capacity and facilitate the swift movement of passengers and cargo, the PPA is fast-tracking multiple infrastructure projects across the country, with completions targeted for later this year.
Key provincial port projects include:
| Region | Port / Location | Scope of Project |
| Visayas & Mindanao |
Port of Basiao (Dinagat Islands) Tapal Port (Ubay, Bohol) Port of Orbay (San Ricardo, Southern Leyte) Port of Plaridel (Misamis Occidental) |

“We at PPA are promoting programs and projects to provide a more convenient and smooth travel experience for every passenger,” said PPA General Manager Jay Santiago. “Our goal is to raise the level of service at the ports to the same standards expected in modern airports so that our countrymen can travel more comfortably, more organized, and more easily, especially during this back-to-school season when the number of travelers is increasing.”
To ensure the success of the Balik Eskwela activation, General Manager Santiago has issued a directive to all Port Management Offices (PMOs) nationwide to intensify real-time passenger monitoring, deploy dedicated assistance desks, and maintain strict coordination with local government agencies and maritime stakeholders.
Through these comprehensive infrastructure and operational upgrades, the PPA reaffirms its commitment to delivering a safer, more efficient, and world-class travel experience for the Filipino seafaring public.
