Commissioner Ariel F. Nepomuceno led the Bureau of Customs (BOC) in convening its June 2026 Collectors Conference, bringing together District Collectors and key officials to reinforce operational efficiency, revenue performance, and integrity across all collection districts.
The conference, hosted by the Port of Limay under the leadership of District Collector Atty. Kriden F. Balgomera, served as a venue to discuss updates on customs operations, including donation, auction, enforcement, revenue generation, trade facilitation, and administrative functions, ensuring alignment of priorities and strategies within the BOC.
A key highlight of the meeting was Commissioner Nepomuceno’s directive for District Collectors to strictly monitor and ensure the efficient utilization of port facilities by identifying importations that remain unpaid, unclaimed, or unreleased despite the completion of necessary customs processes and readiness for withdrawal. The directive aims to decongest ports, optimize operations, and safeguard government revenue.
The Commissioner also announced the temporary transfer of the Accounts Management Office (AMO) under the Post-Clearance Audit Group (PCAG) to expedite the processing of importer and broker accreditation while reinforcing transparency and strengthening checks and balances within the BOC.

District Collector Balgomera showcased the Port of Limay’s best practices, emphasizing its customer-centric approach to public service anchored on increased trade compliance and proactive engagement with stakeholders. The Port has likewise strengthened post entry modifications as an alternative revenue stream and continues to promote its “IAM Para Sa Bayan” initiative, encouraging employees to uphold integrity, serve with accountability and embrace modernization for the benefit of the Filipino people. As emphasized by District Collector Balgomera, “When we facilitate trade with integrity and accountability and treat stakeholders as our partners, we win as an agency and as public servants.”
Commissioner Nepomuceno expressed appreciation for the BOC’s strong revenue performance and urged officials to sustain the current momentum while ensuring proper assessment of importations and maintaining border security. Emphasizing the importance of integrity and good governance, he called on all personnel to contribute to building a credible and respected institution.
“Your success is my success, and the success of the Bureau of Customs is, ultimately, the success of our nation,” the Commissioner emphasized.
During the event, newly appointed Deputy Commissioner Raul S. Nagrampa and Director II Heathcliff L. Riego De Dios officially took their oaths of office before Commissioner Nepomuceno. The Commissioner also commended Collection Districts that achieved their May 2026 revenue targets, including the Ninoy Aquino International Airport and the Ports of Iloilo, Clark, Subic, Aparri, and Limay, reaffirming the BOC’s continued commitment to excellence in public service.
