BOI, Island Skies Alliance partner to build sustainable aviation fuel ecosystem

The Board of Investments (BOI) and the Island Skies Alliance (ISA) have officially signed a Memorandum of Understanding (MOU) to establish a comprehensive Sustainable Aviation Fuel (SAF) ecosystem in the Philippines. This strategic partnership aims to position the country as a premier global hub for green aviation investments.

The historic signing took place at the BOI Main Office in Makati City, led by Trade Undersecretary and BOI Managing Head Ceferino S. Rodolfo and ISA Chief Executive Officer Junard J. Cruz. Witnesses to the agreement included Francis M. Peñaflor, Acting Director of the BOI’s Resource-Based Industries Service (RBIS), and Allan Rillera, ISA Director for Partnership and Collaboration Success.

“Investing in SAF is investing in the future. The Philippines has all of the elements present to be a global hub, a world leader when it comes to Sustainable Aviation Fuel,” said Undersecretary Rodolfo.

This collaboration marks a pivotal shift toward structural, investment-driven growth in the Philippine aviation sector. By combining government regulatory support with ISA’s extensive private-sector network, the partnership will target development across the entire SAF value chain—from feedstock sourcing to production and distribution.

The initiative highlights the Philippines’ readiness to integrate into the global low-carbon aviation market. By fostering public-private synergy, the BOI and ISA aim to unlock new green capital, drive technical innovation, and build future-ready, sustainable industries that align with the nation’s long-term economic and environmental goals.
