UK and PH partner to slash red tape and boost semiconductor investment

In a major step toward fostering a more agile and predictable business environment, the British Embassy Manila has formally handed over two landmark regulatory reform studies to the Anti-Red Tape Authority (ARTA).

Funded through the UK Economic Integration Programme (UK EIP), these initiatives are designed to streamline government processes, eliminate bureaucratic friction, and accelerate growth in high-value sectors like semiconductors.

The official handover, which took place on June 11, underscores the deepening economic partnership between the United Kingdom and the Philippines as they collaborate to drive sustainable, investor-friendly economic growth.

The UK EIP’s latest deliverables focus on institutionalizing smarter regulation and target strategic sectors vital to the Philippine economy:

  • Strengthening Regulatory Design and Review: A comprehensive study aimed at upgrading how the Philippine government designs, implements, and reviews national regulations. This framework ensures future policies are evidence-based, proportionate, and minimize unnecessary burdens on businesses.

  • Semiconductor Streamlining Blueprint: A whole-of-government reengineering study specifically tailored to the semiconductor and electronics industry. This blueprint provides a roadmap to drastically simplify and speed up the permitting and licensing processes, positioning the Philippines as a premier hub for global tech manufacturing.

By tackling entrenched bureaucratic bottlenecks, the collaboration aims to significantly reduce the time and cost of doing business in the Philippines. Enhanced regulatory predictability is expected to boost foreign direct investment, protect supply chains, and create high-quality jobs.

ARTA welcomed the studies as vital tools in its ongoing mandate to implement the Ease of Doing Business and Efficient Government Service Delivery Act. The insights from these studies will be integrated into ongoing government modernization efforts, ensuring that key industries—especially technology and manufacturing—can scale without unnecessary delay.
