President Ferdinand R. Marcos Jr. on Friday officially launched the Department of Budget and Management’s (DBM) Centralized Open Monitoring Platform for Appropriations and Spending Statistics (DBM COMPASS). The President declared that the new digital platform will make government spending significantly more transparent, accessible, and accountable to the Filipino people.
Alongside the launch, President Marcos led the ceremonial endorsement of the updated Philippine Public Financial Management (PFM) Reform Roadmap 2024–2028.
“Like a compass that points the way forward, this platform allows our people to see and track where their hard-earned money goes,” President Marcos said. “We need to make government budget and spending easily accessible and understandable for every Filipino. That is why we continue to build a government that acts with transparency and delivers with discipline and accountability.”
The DBM COMPASS platform consolidates complex financial data into a single, searchable online portal. It translates massive government datasets into interactive charts and data visualizations, allowing citizens to track public funds by:

President Marcos emphasized that public funds belong entirely to the Filipino people and must directly translate into essential services. He noted that transparency ensures the timely construction of schools, better-equipped hospitals, robust support for farmers and fisherfolk, completed infrastructure, and efficient aid delivery.
The Chief Executive noted that DBM COMPASS builds on an aggressive wave of digital and structural reforms already implemented under his administration, including the New Government Procurement Act, the Budget and Treasury Management System (BTMS), and Project DIME—which utilizes satellite technology to monitor major infrastructure projects in far-flung areas.
To further strengthen grassroots development, the President highlighted a record ₱57.87-billion allocation for the Local Government Support Fund this year, aimed at boosting the capacity of local government units (LGUs).
Developed by the DBM under Acting Secretary Kim Robert C. De Leon, the newly endorsed PFM Reform Roadmap 2024–2028 targets key areas such as digital public financial management, cash management, disaster risk management, and public procurement. The strategy was crafted through nationwide consultations with over 1,000 PFM practitioners and informed by the 2025 Public Expenditure and Financial Accountability Assessment, with support from development partners including the Asian Development Bank (ADB).
President Marcos concluded with a firm directive to all government agencies to align their budgets with national priorities, urging them to practice transparency at every stage of governance.
“Kung nais nating mapanumbalik ang tiwala ng taumbayan, dapat malinaw, bukas, at nakikita ang ating mga ginagawa. Hindi sapat na tama at kumpleto lang tayo sa papel. Kailangan nararamdaman din ang badyet ng taumbayan,” the President stated. (If we want to restore the people’s trust, our actions must be clear, open, and visible. It is not enough to be correct and complete on paper. The public must truly feel the impact of the budget).
