DTI opens Philippines’ largest packaging shared service facility in CARAGA

 
Micro, small, and medium enterprises (MSMEs) across the Caraga Region can now better compete in larger markets through the launch of the region’s biggest one-stop packaging and printing hub, a PHP150 million Shared Service Facility (SSF) of the Department of Trade and Industry (DTI).
Launched recently during MSME Development Week 2026 in partnership with Father Saturnino Urios University (FSUU), the MIRACLE (Modern Implementation for Revolutionizing Advanced Cutting-edge Layout and Excellent Printing Solution) provides MSMEs with modern packaging, labeling, and printing services to improve product quality, strengthen branding, and meet market standards.
By establishing this government-funded Shared Service Facility (SSF), DTI Secretary Cristina A. Roque emphasized that this public investment is specifically designed to level give small businesses free access to high-end equipment that will improve and level up the quality of their packaging. By funding this facility, the government is supporting local MSMEs to grow, meet market standards, and compete.
“The country’s largest SSF project—the FSUU MIRACLE, demonstrates our strong commitment to equipping Filipino entrepreneurs with the tools they need to compete and grow. We established this facility because we believe that better packaging, clearer labeling, and stronger branding are no longer optional—they are essential for businesses to meet market standards and succeed in increasingly competitive markets,” Secretary Roque said.
Accepting the project on behalf of FSUU, University President Rev. Fr. Randy Jasper C. Odchigue said the university will operate the FSUU MIRACLE to support inclusive development by giving MSMEs and students access to innovation and real-world industry learning.
To complement the university’s efforts, Norde International Distributors, Inc. President Allan Hao Chin reaffirmed the company’s efforts to provide continuous technical support, industry expertise, and after-sales service to help ensure the facility’s long-term success.
Another highlight of the ceremony was the signing of a memorandum of agreement between DTI and FSUU for the Coconut Farmers and Industry Development Plan (CFIDP) Packaging and Labeling Enhancement Project, which will help coconut-based enterprises improve their packaging, labeling, and product development.
The launch of the FSUU MIRACLE marks another milestone in DTI’s SSF Program, strengthening the market competitiveness of Caraga MSMEs.
