ERC commends pioneering residential communities entering retail competition and open access

The Energy Regulatory Commission (ERC), represented by Market Operations Service (MOS) Director Sharon O. Montañer, participated in the Stronger Together: Residential Retail Aggregated Groups (RAGs) Ceremonial Signing held at The Podium on June 29, 2026.

Organized by EvoEnergi, the landmark event marked the formal transition of participating homeowners from Barangay Blue Ridge A in Quezon City and Barangay Greenhills West in San Juan into the Retail Aggregation Program (RAP). Through aggregation, these communities are now enabled to participate in the Retail Competition and Open Access (RCOA) framework, granting them direct access to competitive retail electricity options.

Key stakeholders attended the ceremony, including representatives from the Department of Energy (DOE), the Independent Electricity Market Operator of the Philippines (IEMOP), and the Manila Electric Company (MERALCO).

During her address, Director Montañer emphasized the historic nature of the transition, highlighting its direct impact on everyday consumers.

“Today, we gather to mark a historic first: the entry of residential customers into Retail Competition and Open Access through the Retail Aggregation Program. This is more than a technical shift—it is a quiet revolution reaching the Filipino home,” Sharon O. Montañer, Director, ERC Market Operations Service.

Director Montañer praised the pioneering residential groups for leading the way and proving that communities can leverage collective bargaining power to secure tailored electricity supply choices. Their active involvement sets a critical precedent for wider household adoption across the nation.

This successful ceremonial signing underscores the practical application of the Retail Aggregation Program in expanding market choice down to the residential level.

As additional communities prepare to join, the ERC reiterates its commitment to implementing forward-looking policies that protect consumer interests, encourage fair market competition, and build a transparent, efficient retail electricity sector.
