The Department of Migrant Workers (DMW) convened top agency officials, cluster heads, and bureau directors at the Ace Water Spa Hotel in Pasig City for its Mid-Year Performance Assessment. The strategic session focused on evaluating program performance, addressing operational gaps, and accelerating service delivery for Overseas Filipino Workers (OFWs) and their families.
The assessment highlighted significant operational milestones achieved during the first half of the year. According to the performance report presented by Assistant Secretary Grace Riguer-Teodosio, the DMW attained a 100 percent target completion rate across several core program deliverables, including:

Overseas Employment Certificates (OECs): Full delivery of required issuance targets.

Government-to-Government Placements: Successful 100% placement rate for jobseekers under direct government arrangements.

Legal Action Against Illegal Recruitment: Full processing of cases endorsed for prosecution, alongside comprehensive inspections and assessments of recruitment and manning agencies.

Reintegration & Local Support: Direct assistance to beneficiaries and local government units (LGUs) implementing OFW reintegration programs.

International Commitments: Full compliance with obligations and commitments to international organizations and treaty frameworks.
Addressing the leadership team virtually, DMW Secretary Hans Leo J. Cacdac expressed appreciation for the workforce’s dedication and emphasized the shared mission driving the agency forward.
“I appreciate all of your hard work and your accomplishments. I also take consistent, continual pride in working with you, literally side by side,” Secretary Cacdac stated. “Nothing exhilarates me more than seeing all of you working side by side in the trenches as we help our OFWs. So truly, that’s what keeps me going—when I see everyone working together toward one goal under our President’s vision of ‘Bagong Pilipinas.'”
Throughout the two-day assessment, cluster heads presented progress reports on core frontline services, including welfare and protection programs, repatriation operations, licensing and adjudication, and campaigns against human trafficking. The leadership team mapped out procedural improvements aimed at cutting red tape, strengthening intra-agency coordination, and making services more accessible to OFWs worldwide.
