PH and Viet Nam deepen security ties and establish high-level dialogue during 50th anniversary of diplomatic relations

National Security Adviser Eduardo S.L. Oban Jr. concluded a series of high-level engagements in Hanoi, reaffirming the Philippines’ commitment to deepen security and law enforcement cooperation with Viet Nam as both nations commemorate the 50th anniversary of diplomatic relations.

During the visit, Secretary Oban met with Party General Secretary and President Tô Lâm and held bilateral talks with Minister of Public Security General Lương Tam Quang. Both sides agreed to elevate collaboration in security, strategic dialogue, and law enforcement under the framework of the Philippines–Viet Nam Enhanced Strategic Partnership.

  • Institutionalized Dialogue: Both countries agreed to establish an Annual High-Level Security Dialogue between the Philippine National Security Council and Viet Nam’s Ministry of Public Security to regularize strategic assessments and policy consultations.

  • Formalized Frameworks: Manila and Hanoi committed to accelerate negotiations for a Memorandum of Understanding on Security Cooperation and Strategic Dialogue, paired with a joint action plan for measurable implementation.

  • Combating Transnational Crime: The nations agreed to expand joint efforts against cybercrime, human trafficking, and illegal drugs, while bolstering direct information sharing among law enforcement agencies.

  • Non-Traditional Security: Secretary Oban and Vietnamese officials pledged to tackle emerging challenges, including energy, food, water, supply chain, and technology security.

  • Regional Stability and ASEAN Centrality: Both sides underscored their shared commitment to maintaining peace in the South China Sea, resolving disputes peacefully under international law—particularly the 1982 UNCLOS—and reinforcing ASEAN centrality. As ASEAN Chair in 2026, the Philippines welcomed Viet Nam’s continued support for the ASEAN Community Vision 2045. “The National Security Council remains committed to advancing the Philippines’ Enhanced Strategic Partnership with Viet Nam through sustained dialogue and practical cooperation that safeguard national security, promote regional stability, and serve the shared interests of the Filipino and Vietnamese peoples,” said Secretary Eduardo S.L. Oban Jr.
