PEZA approves 19 strategic facilities investments for hyperscale data centers in New Clark City

The Philippine Economic Zone Authority (PEZA) has approved 19 strategic facilities projects geared to strengthen the country’s infrastructure capacity for hyperscaler data centers and other high-value, technology-driven industries in New Clark City.

Among the major projects approved this month, August, is the PHP32.544-billion facilities project in New Clark City, Capas, Tarlac, which will serve as the first phase of the 300-megawatt hyperscale data center project of ENDEC Development Corp.

Registered under Narra Technology Park Development Inc., the project is a powered-land solution designed to meet the requirements of hyperscalers and provide additional power capacity to New Clark City. It incorporates sustainability from the outset, utilizing advanced technologies designed to minimize power demand and water consumption.

PEZA Director Director Tereso O. Panga said the ENDEC project was a result of the Philippine government’s efforts to attract strategic digital infrastructure investments. President Ferdinand R. Marcos Jr. met with ENDECGroup officials in 2023, as a follow-through to his state visit to New York in September 2022.

“This investment reflects the evolving requirements of high-value technology industries and the growing need for reliable, sustainable, and future-ready infrastructure to support their operations. PEZA is committed to providing an enabling environment for these investments as we strengthen the country’s capacity to host hyperscalers and other advanced technology enterprises,” Panga said.

The project also highlights the strategic role of New Clark City and Central Luzon as emerging hubs for digital infrastructure, while reinforcing PEZA’s broader thrust to develop future-ready ecozones capable of supporting advanced technologies and high-value industries particularly within the Luzon Economic Corridor (LEC).

“By facilitating strategic facilities investments such as this, PEZA is helping build the infrastructure backbone needed to attract more high-value technology investments, strengthen the country’s digital and industrial capabilities, and create new economic opportunities for Filipinos,” DG Panga added.
