DOTr and PPA focus on transforming Matnog Port to reduce congestion and improve passenger experience

In a strategic move to modernize one of the nation’s most critical maritime gateways, officials from the Department of Transportation (DOTr) and the Philippine Ports Authority (PPA) conducted a high-level site inspection of the Port of Matnog on Sunday, February 1, 2026.

Led by DOTr Acting Secretary Giovanni Lopez and PPA General Manager Jay Santiago, the visit focused on accelerating infrastructure upgrades designed to eliminate long-standing bottlenecks and provide a world-class travel experience for thousands of commuters.

Central to the visit was a comprehensive review of the Sorsogon RoRo Terminal Expansion Project. Recognizing Matnog’s role as a vital link between Luzon and the Visayas/Mindanao regions, officials prioritized the expansion of the backup and marshaling areas.

This expansion aims to:

  • Increase Vehicle Throughput: Effectively manage the rising volume of rolling cargo and passenger vehicles.

  • Streamline Operations: Minimize congestion outside the port gates and improve the overall flow of traffic within the terminal.

In addition to logistical improvements, the leadership team discussed the proposed construction of a new two-story Passenger Terminal Building (PTB). This modern facility is envisioned to replace aging infrastructure, offering:

  • Enhanced Safety & Security: State-of-the-art screening and monitoring systems.

  • Increased Comfort: Climate-controlled waiting areas and improved amenities for traveling families.

  • Efficient Boarding: Optimized foot-traffic flow to reduce waiting times. “Our goal is to ensure that the Port of Matnog is no longer seen as a point of delay, but as a model of efficiency and comfort,” said Acting Secretary Lopez. “These projects are a testament to our commitment to improving the lives of our commuters through better infrastructure.”

The inspection team included key technical and administrative leaders, ensuring a holistic approach to the port’s development. Joining Secretary Lopez and GM Santiago were:

  • Mark Jon Palomar, Assistant General Manager for Operations

  • Elmer Nonnatus Cadano, Assistant General Manager for Finance, Legal, and Administration

  • Eric Dimaculangan, Special Assistant to the Corporate Head

The PPA is expected to release further details on the project timelines and bidding phases in the coming months as part of the ongoing “Build Better More” initiative.
