OTS Chief calls for integrated security modernization at 8th Philippine Airport Summit

The Office for Transportation Security (OTS) emphasized that the rapid expansion of the nation’s airport infrastructure must be met with a parallel evolution in aviation security systems.

Speaking at the 8th Philippine Airport Modernization and Expansion Summit, OTS Administrator Undersecretary Gilberto DC Cruz delivered a keynote address highlighting the critical need to align physical upgrades with forward-looking security protocols. This vision follows the direct mandate of President Ferdinand “Bongbong” Marcos Jr. to modernize and fortify the country’s transport networks.

Usec. Cruz noted that Philippine civil aviation has reached a pivotal juncture. As new terminals rise and existing facilities expand, the security apparatus must move beyond traditional methods to ensure passenger safety and operational fluidity.

“The future of aviation security lies in building a system that is both seamless for passengers and resilient against evolving threats,” said Usec. Cruz. “Infrastructure upgrades must be matched by equally modern and adaptive security systems.”

The Administrator identified several key pillars for the future of Philippine aviation security:

  • Adaptive Strategies: Moving away from static security models to address emerging risks, including cybersecurity vulnerabilities and the unauthorized use of drones.

  • Public-Private Partnerships (PPPs): Leveraging private sector innovation and investment to drive operational efficiency and technological adoption.

  • Integrated Security: Combining physical screening, cyber defense, and intelligence-based measures to create a holistic shield for the traveling public.

The summit served as a platform for industry experts to discuss the shared objective of world-class airport modernization. In addition to the keynote, the event featured panel discussions on policy challenges and an exhibition showcasing the latest global innovations in airport technology.
