In a proactive effort to fortify the country’s maritime defenses and ensure public safety, Maritime Security (MARSEC) auditors from the Office for Transportation Security (OTS) conducted a rigorous compliance audit of Starhorse Shipping Lines, Inc. at the Port of Lucena from May 5 to 9, 2026.
The five-day operation focused on confirming the shipping line’s ongoing adherence to the National Security Program and the global maritime safety and security standards.

Fleet Inspection: OTS MARSEC auditor Paul Bryan Dinglasa and OJT auditor Charmaine Kaye Lopez thoroughly inspected a total of eight (8) vessels operated by Starhorse Shipping Lines, Inc.

Access Control Verification: The team scrutinized access control protocols executed by ship operators to prevent the entry of contraband, dangerous weapons, and prohibited items.

Comprehensive Evaluation: The audit team engaged in interviews with key shipboard personnel, reviewed mandatory security documentation, and conducted real-time, on-site observations of security procedures.

This regulatory initiative directly aligns with President Ferdinand “Bongbong” Marcos Jr.’s national directive to aggressively strengthen transportation security.
By enforcing strict MARSEC compliance across ports and shipping operators nationwide, the OTS continues to actively safeguard cargo and defend commercial vessels against unlawful interference, maritime crimes, and acts of terrorism.
The successful completion of this audit reinforces the government’s commitment to delivering a safe, secure, and highly reliable sea travel experience for the riding public.
