The Department of Migrant Workers (DMW) of the Philippines and the Ministry of Human Resources and Emiratization (MOHRE) of the United Arab Emirates (UAE) have finalized the framework and agenda for the upcoming Abu Dhabi Dialogue (ADD) workshops and technical sessions scheduled for next year.
The agreement was reached during a high-level bilateral meeting between DMW Secretary Hans Leo J. Cacdac and His Excellency Dr. Abdulrahman Al Awar, UAE Minister of Human Resources and Emiratization, held at the UAE Permanent Mission in Geneva on the sidelines of the 114th International Labor Conference.
The Philippines is currently serving as the Chair of the Abu Dhabi Dialogue for the 2026–2028 cycle, with the UAE operating as its permanent secretariat. As a premier regional consultative platform, the ADD bridges labor-sending nations in Asia and labor-receiving Gulf countries.
The partnership aims to strengthen regional cooperation, share labor market expertise, and establish best practices that protect temporary migrant workers while optimizing economic benefits for both employers and host economies.
To ensure seamless execution of the chairship, UAE Secretariat Undersecretary Shaima Yousef Al Awadhi convened a preparatory meeting with the DMW delegation, led by Undersecretary Jainal Rasul, Jr. The joint teams mapped out the ADD’s upcoming Thematic Agenda and Technical Meetings, which the Philippines will host next year.
These technical sessions will serve as the foundational framework leading up to the Senior Officials Meeting and the comprehensive Ministerial Consultation slated for 2028.
The DMW and MOHRE reaffirmed their shared commitment to progressive labor governance, safe migration pathways, and robust bilateral cooperation throughout the 2026–2028 ADD cycle.
