PH proposes to global maritime authorities dev’t of mobile app for seafarers

The Philippines has proposed the development of a dedicated mobile application that would give seafarers direct access to emergency assistance, real-time security alerts, and government support while navigating high-risk maritime areas.

Supported by the EU CRIMARIO, the proposal was presented by the Maritime Industry Authority (MARINA) during the High-Level Meeting of the 4th Steering Committee of the Indo-Pacific Regional Information Sharing (IORIS) Platform held in Mombasa, Kenya from 9–11 June 2026, where maritime authorities and security agencies discussed ways to strengthen regional maritime cooperation and information sharing.

MARINA Enforcement Service (ES) Director Luisito U. delos Santos said the proposed platform would serve as a direct communication channel between seafarers and government authorities, enabling seafarers to receive critical advisories and report emergencies while at sea.

According to MARINA, the initiative was prompted by the increasing security challenges confronting seafarers operating in areas affected by piracy, armed conflict, geopolitical tensions, and other maritime threats.

The Philippine delegation cited recent incidents in the Red Sea and other high-risk maritime corridors, noting that seafarers are often among the first to experience the impact of maritime disruptions yet may have limited access to timely information and assistance.

The Philippines is already implementing electronic certificates (e-certificates) for seafarers under MARINA’s digitalization initiatives, ensuring secure and paperless issuance of official maritime credentials in line with international standards.

In parallel, global efforts led by the International Chamber of Shipping (ICS), together with Lloyd’s Register OneOcean, have developed ISF Verify—a cloud-based platform designed to support the global transition to digital seafarer certification and enable fast, secure, and interoperable verification of credentials by maritime administrations, port state control authorities, and shipping companies. This verification ecosystem complements national systems such as MARINA’s MISMO, which manages seafarer documentation and records.
