JICA and DENR strengthen ties to tackle climate and forestry challenges on 70th diplomatic anniversary

Japan International Cooperation Agency (JICA) Philippines Chief Representative BABA Takashi recently met with Department of Environment and Natural Resources (DENR) Secretary Juan Miguel Cuna during a courtesy visit to reaffirm the robust and enduring partnership between the two organizations.

The leaders discussed a comprehensive portfolio of recent, ongoing, and pipeline cooperation activities. Their dialogue spanned critical environmental priorities, including forestry, water security, climate change adaptation, disaster risk reduction and management, and sustainable waste management.

A key highlight of the meeting was the upcoming launch of a four-year Technical Cooperation Project (TCP) titled “Enhancing Forest Monitoring Capacity for Sustainable Management and Conservation of Forests.” This initiative will develop and operationalize a near real-time forest disturbance alert system. By leveraging data-driven decision-making, the project aims to significantly strengthen the Philippines’ forest management and conservation capacities.

Additionally, DENR will serve as a vital implementing partner for another upcoming TCP, “Strengthening Sustainability and Transparency Framework,” which is being led by the Department of Finance.

The partnership also highlights a long-standing commitment to human resource development. Through JICA’s Knowledge Co-Creation Program (KCCP) and the Japanese Grant Aid for Human Resource Development Scholarship (JDS), at least 490 DENR staff members have been dispatched to Japan for specialized training and advanced scholar programs since 1999. “As the Philippines and Japan commemorate the 70th anniversary of their diplomatic relations, JICA remains dedicated to working hand in hand with the DENR. Together, we aim to address pressing environmental challenges and build an inclusive, resilient, and sustainable world,” said BABA Takashi, JICA Philippines Chief Representative.
