Presidents Marcos and Putin reaffirm commitment to deepening strategic partnership

Following the conclusion of the ASEAN-Russia Commemorative Summit in Kazan, Philippine President Ferdinand R. Marcos Jr. and Russian President Vladimir Putin reaffirmed the shared commitment of the Association of Southeast Asian Nations (ASEAN) and the Russian Federation to deepen bilateral and regional cooperation, marking a historic 35 years of dialogue relations.

The two leaders highlighted extensive discussions aimed at addressing both traditional and emerging global challenges. Key areas of focus included regional peace and stability, trade and investment, food and energy security, advancements in science and technology, and the promotion of vibrant people-to-people exchanges. Furthermore, both leaders welcomed a broader regional outlook by encouraging greater engagement between ASEAN, the Shanghai Cooperation Organization (SCO), and the Eurasian Economic Union (EAEU).

During his address, President Putin underscored Russia’s unwavering commitment to fostering a “truly strategic partnership” with Southeast Asia, emphasizing the region’s pivotal role in global affairs.

Responding to this vision, President Marcos stressed the importance of turning diplomatic momentum into tangible benefits for the region.

“The momentum generated by this Summit must now be translated into concrete outcomes and meaningful cooperation that directly benefit our peoples,” President Marcos stated.

To guide the next phase of ASEAN-Russia relations, the leaders welcomed the adoption of several blueprint documents designed to institutionalize long-term cooperation:

  • The Kazan Declaration 2026: A joint political statement outlining a shared vision for a multipolar, stable, and prosperous Asia-Pacific region.

  • The ASEAN-Russia Comprehensive Plan of Action (2026–2030): A detailed five-year roadmap establishing measurable targets across economic, security, and socio-cultural sectors.

The summit concludes a milestone year of diplomacy, solidifying Russia’s engagement with Southeast Asia and setting a clear trajectory for economic resilience and regional security over the next five years.
