PH, Germany reaffirm stronger healthcare labor ties

The Department of Migrant Workers (DMW) reaffirmed the Philippines’ commitment to expanding ethical, fair, and mutually beneficial labor mobility with Germany, celebrating the landmark success of the bilateral Triple Win Agreement.

Speaking on behalf of Migrant Workers Secretary Hans Leo J. Cacdac at the German-Philippines Business Roundtable Briefing, Undersecretary Felicitas Q. Bay announced that the government-to-government arrangement has successfully deployed approximately 2,500 Filipino nurses to Germany.

“Existing cooperation mechanisms between the Philippines and Germany, particularly in the healthcare sector, have shown that labor mobility can yield positive outcomes for both sending and receiving countries when guided by principles of fairness, transparency, skills recognition, and worker protection,” Secretary Cacdac stated in his message delivered by Undersecretary Bay.

Key highlights of the partnership:
  • Proven Track Record: Around 2,500 Filipino healthcare professionals have been integrated into Germany’s healthcare system under safe, state-backed channels.

  • Ethical Standards: The partnership prioritizes worker protection, skills recognition, and transparent recruitment practices.

  • Future Innovation: The DMW emphasized the need to pursue innovative workforce development approaches to meet global demands while securing high-quality employment for Filipinos.

The high-level briefing, organized by the German Embassy in Manila and the German-Philippine Chamber of Commerce and Industry (GPCCI), brought together key government trade officials, investors, and a visiting German business delegation led by Florian Hahn, Minister of State at the German Federal Foreign Office.

Joining Undersecretary Bay to represent the DMW Policy and International Cooperation Cluster were Assistant Secretary Levinson C. Alcantara and Director Jerome P. Yanson. The department reiterated its readiness to further strengthen these orderly and safe migration pathways to benefit both economies.
