The Maritime Industry Authority (MARINA) and Norway-based digital learning company MINTRA formalized a partnership on June 25, 2026 to advance maritime education, training, and workforce development, underscoring the Philippines’ commitment to preparing Filipino seafarers for the future of global shipping.
The Memorandum of Understanding (MOU), signed on the sidelines of the Day of the Filipino Seafarer 2026 celebration, establishes a framework for collaboration on digital learning, human capital development, and innovative training solutions aimed at enhancing the skills, employability, and global competitiveness of Filipino maritime professionals.
Under the agreement, MARINA and MINTRA will work together to support the development of a highly skilled maritime workforce through upskilling and reskilling initiatives, the integration of advanced digital learning technologies, and the promotion of innovation in maritime education and training.

The collaboration will also explore initiatives related to research and development, emerging maritime technologies, green shipping, gender inclusion, and the adoption of digital solutions that will help equip Filipino seafarers with the competencies required by a rapidly evolving maritime industry.
The agreement was signed by MARINA Administrator Sonia B. Malaluan and MINTRA Chief Commercial Officer Kjetil Flood, with STCW Office Executive Director Samuel L. Batalla and MINTRA Director for Maritime Strategy and Business Development Erle Kristin Wagle serving as witnesses.
The partnership reflects MARINA’s continuing commitment to fostering innovation, strengthening maritime human capital, and ensuring that Filipino seafarers remain among the most competent and globally competitive maritime professionals in the world.
