Getting government documents authenticated for use abroad will now become faster, more secure, and more convenient for Filipino seafarers and maritime graduates.
The Maritime Industry Authority (MARINA) and the Department of Foreign Affairs (DFA) have officially signed a Memorandum of Agreement (MOA) to integrate their digital systems. This landmark partnership aims to streamline the authentication and verification of MARINA-issued documents for international use.
The agreement was signed on June 25, 2026, coinciding with the nationwide celebration of the Day of the Filipino Seafarer 2026.
Under the new partnership, the DFA’s eApostille System will be fully integrated with MARINA’s Electronic Certification, Authentication, and Verification (MeCAV) System.
This digital integration delivers significant improvements to the document pipeline:

Instant Verification: The DFA can now verify the authenticity of MARINA-issued Certification, Authentication, and Verification (CAV) documents in real time.

Reduced Waiting Times: Direct system integration eliminates traditional bureaucratic delays, drastically cutting down processing times for applicants.

Enhanced Security: By linking systems directly, both agencies strengthen the security and integrity of official maritime records, mitigating the risk of fraudulent documents.

“This partnership marks another milestone in MARINA’s digital transformation efforts. We are committed to making government services faster, more secure, and more accessible for Filipino maritime professionals as they pursue opportunities abroad,” said MARINA.
The initiative is expected to directly benefit thousands of Filipino seafarers, maritime students, and graduates. Whether applying for overseas employment, pursuing further studies, or handling other international transactions, maritime professionals will experience a seamless transition when securing their required academic and professional credentials.
The MOA was formally signed by DFA Undersecretary for Administration Maria Theresa B. Dizon-De Vega and MARINA Administrator Sonia B. Malaluan. Both agencies reiterated their shared commitment to supporting global Filipino seafarers through modern, citizen-centric governance.
