CAAP invites bidders for Vigan Airport control tower project

The Civil Aviation Authority of the Philippines (CAAP) is inviting bids for the construction of a control tower building, including a generator set and fuel tank, at Vigan Airport, with an approved budget of PHP117.713 million.
Based on CAAP’s invitation to bid, prospective bidders must have completed a similar project within the past five years. The bidding will be conducted through competitive bidding procedures using a nondiscretionary “pass/fail” criterion. Bids exceeding the approved budget will be automatically rejected during bid opening.
Participation is limited to Filipino citizens, sole proprietorships, cooperatives, and partnerships or organizations with at least 60 percent of their interest or outstanding capital stock owned by Philippine citizens.
The winning bidder will be required to complete the project within 600 calendar days, inclusive of 16 rainy or unworkable days.
Interested bidders have until 9:30 a.m. on September 1, 2026, to submit their bids and all required documents, including payment of the PHP50,000 bidding document fee. Late bids will not be accepted.
CAAP will hold a pre-bid conference on August 20, 2026, via videoconferencing. The conference will be open to all prospective bidders.
