Cebu, Philippines – Top Line Business Development Corp. (“TOP” or the “Company”), through its retail fuel subsidiary Light Fuels Corporation, has completed the renovation and rebranding of Cluster 2 of its acquired fuel retail network, comprising five fuel retail stations in Negros Oriental with select locations offering commercial leasing spaces. Considered the first branded Light Fuels service stations outside the Company’s home base of Cebu, the expansion is projected to generate an estimated 600,000 liters in aggregate monthly sales volume across all five stations, supporting recurring retail fuel revenues in succeeding quarters while creating additional revenue opportunities from commercial leasing.
“Bringing our first Light Fuels cluster outside Cebu to Negros Oriental is an important step in our expansion strategy. With the Negros Island Region posting the third-fastest economic growth in the Philippines at 5.7% in 2025, we see continued potential for Light Fuels to grow its presence in the region,” said Brigitte Carmel Lapasaran Lim, Senior Vice President and Chief Operating Officer.
TOP’s expansion in Negros Oriental strategically places the stations in key areas to serve motorists and support the region’s growing mobility needs in Dumaguete City (Lower Camanjac), Sibulan, Dauin, Valencia, and San Jose.
Beyond providing fuel needs, all stations are designed to offer motorists convenience and added value to motorists. Fully Automated Motor Wash systems will be installed in all stations, capable of completing motorcycle cleaning in approximately three minutes to provide motorists with greater convenience during their trips. The service stations also feature commercial spaces for lease, further enhancing the range of services and offerings available to customers.

As we enter new growth areas, our goal is to provide motorists not only with reliable fuel access, but also with convenient services that support their everyday mobility needs,” Lim added.
Renovations for Clusters 3 and 4 in Cebu, Leyte, and Siquijor are expected to be completed by end-2026.
