ARTA empowers 39 agencies to elevate public service and pursue excellence

In a robust push for streamlined governance and public trust, the Anti-Red Tape Authority (ARTA), via its Compliance Monitoring and Evaluation Office (CMEO), recently hosted a General Orientation and Workshop on ARTA Compliance and the Philippine Quality Award (PQA). Held at the ARTA Central Office in Diliman, the one-day event brought together around 117 representatives from 39 government agencies nationwide.

The gathering targeted critical compliance measures under Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act, equipping National Government Agencies (NGAs), Government-Owned and Controlled Corporations (GOCCs), State Universities and Colleges (SUCs), Local Water Districts (LWDs), and Local Government Units (LGUs) with practical guidance on the Citizen’s Charter and the Harmonized Client Satisfaction Measurement (HCSM).

  • Citizen-Centric Governance: ARTA Secretary Ernesto V. Perez underscored that citizens are vital partners in nation-building, stressing that institutional trust depends on continuous service delivery improvements.

  • The Philippine Quality Award (PQA) Framework: Conducted in partnership with the Department of Trade and Industry (DTI), the session featured DTI Bureau of Competitive Development Supervising Trade-Industry Development Specialist Winnalyn Amaca as a resource speaker. She highlighted how the PQA framework fosters organizational excellence, streamlining, and superior public service.

  • Collaborative Problem-Solving: The workshop served as an interactive platform for participating agencies to address specific operational bottlenecks and compliance challenges. “Let us remember that each citizen we serve is not just a client but a partner in nation-building. Their trust in us strengthens the very foundation of governance,” said ARTA Secretary Ernesto V. Perez.

Through continuous capacity-building initiatives, ARTA remains steadfast in its mission to partner with public institutions, eliminating bureaucratic red tape and embedding a sustainable culture of transparency, efficiency, and excellence across the Philippine government.
