The Asian Development Bank (ADB) has announced the appointment of Leah Gutierrez as the Director General of its newly established department, Sectors Department 3. Ms. Gutierrez will spearhead operations in finance, human and social development, and public sector management and governance.
“We aim to achieve the ambitious development goals outlined in our corporate strategy and address the swiftly changing needs of our member countries,” remarked Ms. Gutierrez. “The ADB will continue to innovate and collaborate to meet growing client demands.”
With over 35 years of professional experience, including a notable 24-year tenure at ADB, Ms. Gutierrez is a seasoned expert. Before her current appointment, she served as the Director General of the Pacific Department, overseeing planning, implementation, and supervision efforts to support the Pacific region. Additionally, she has held senior roles in the Strategy, Policy, and Partnerships Department, Southeast Asia Department, and Office of the Secretary.
A proud national of the Philippines, Ms. Gutierrez holds a PhD in Economics from the University of Pennsylvania, USA, and a bachelor’s degree in business economics from the University of the Philippines.
In 2022, the ADB introduced a new operating model to better address the evolving needs of its developing member countries. This restructuring led to the creation of three distinct Sector Departments within the Sectors Group, ensuring a balanced distribution of responsibilities. This realignment is designed to enhance managerial oversight, operational efficiency, and effective leadership across all functions.
