BOI: Official launch of PH’s First AI-ready hyperscale data center to bolster tech development in the country

STA. ROSA, LAGUNA – The Board of Investments (BOI) lauded the inauguration of VITRO Sta. Rosa (VSR)—the country’s first hyperscale data center equipped to support Artificial Intelligence (AI) workloads—as a game-changing development that strengthens the country’s digital infrastructure and positions the Philippines as a leading digital hub in Southeast Asia.

VSR was registered with the BOI on 10 June 2024 under the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act.

President Ferdinand R. Marcos, Jr. and Department of Trade and Industry Secretary Cristina A. Roque joined PLDT Chairman Manuel V. Pangilinan in the inauguration ceremony on April 23.

“With the launch of VITRO Sta. Rosa, the Philippines firmly positions itself at the forefront of digital innovation in the region. This world-class facility reflects our readiness to host global technology leaders and compete in the regional digital economy. The availability of cutting-edge AI infrastructure will empower businesses to accelerate innovation, scale operations, and drive inclusive growth. Most importantly, it will open up high-value job opportunities for Filipinos and solidify our position as a prime destination for future-ready investments,” said Trade Secretary and BOI Chairman Cristina A. Roque.

Strategically located in Sta. Rosa, Laguna—a rapidly emerging innovation and tech corridor—VSR is a 50-megawatt hyperscale facility developed by VITRO Inc., a subsidiary of ePLDT and the data center arm of PLDT Group. The facility hosts ePLDT’s NVIDIA-powered GPU servers to deliver GPU-as-a-Service (GPUaaS), marking the first deployment of such a service in the Philippines. This will enable enterprises and developers to harness AI and machine learning capabilities without the burden of owning and managing hardware.

Special Assistant to the President for Investment and Economic Affairs (SAPIEA) Frederick D. Go, recognized the importance of the project in catalyzing AI adoption in the Philippines. “This is a landmark achievement for the Philippine technology sector. The VITRO Sta. Rosa project clearly demonstrates that the Philippines is building a future-ready environment that welcomes high-impact, innovation-driven investments,” he said.

“This investment reflects our commitment to build a resilient and innovation-led digital economy. Through enabling infrastructure like VSR, the Philippines moves closer to its vision of becoming a regional data center and digital powerhouse,” Trade Undersecretary and BOI Managing Head Ceferino S. Rodolfo said.

The data center is designed to meet the evolving demands of hyperscalers, cloud service providers, and AI platforms. As the country’s largest and most advanced facility of its kind, it significantly enhances the Philippines’ capability to support mission-critical digital operations and facilitate regional data exchange.

President and CEO, Victor S. Genuino recognized the role of the BOI in making the project possible. “We are grateful to the Board of Investments for championing incentive policies that drive the growth of our data center industry — the very policies that supported the build of VITRO Sta.
