In a significant step toward strengthening the country’s energy sustainability goals, the Department of Energy (DOE) has officially inducted a new set of National Energy Efficiency and Conservation (EEC) Officers. Representing key regions across the Philippines, these officers will be instrumental in the grassroots implementation of Republic Act No. 11285, also known as the Energy Efficiency and Conservation Act. This landmark legislation aims to embed responsible energy use into local governance frameworks nationwide.
The induction ceremony, held at the DOE Main Office, was led by Energy Secretary Raphael P.M. Lotilla, who underscored the strategic importance of the new EEC Officers. “These officers will not merely administer policies—they will shape a more sustainable energy future for the Philippines,” Secretary Lotilla stated. “Their efforts will directly benefit communities, creating savings for local government units and promoting a healthier, more resilient environment.”
DOE Undersecretary Felix William B. Fuentebella also emphasized the strategic dimension of their roles. “As EEC Officers, your responsibilities extend far beyond compliance. You are our strategic energy planners,” he said. “The effectiveness of this initiative hinges on your ability to understand conservation deeply, identify efficient energy sources, optimize delivery systems, and ensure energy reliability for all.”
The officers inducted include the National Energy Efficiency and Conservation Coordinating Officer (NEECCO) as well as Regional EEC Officers for North Luzon, the National Capital Region and South Luzon, Visayas, and Mindanao. Their core mandate includes enforcing compliance with Administrative Order No. 15, particularly the DOE-GEMP Online System, and spearheading the development and execution of Local Energy Efficiency and Conservation Plans (LEECP). These plans will guide LGUs in integrating energy-saving strategies into local policies and infrastructure development.
To ensure the success of this initiative, the DOE has committed to providing continuous support through structured training programs, capacity-building activities, and technical guidance. This partnership is expected to foster innovation in local energy management and contribute meaningfully to the Philippines’ long-term sustainable development goals.
