CIAC accelerates vision for Clark Aviation Campus with three major Singapore partnerships

The Clark International Airport Corporation (CIAC) has taken a decisive step toward establishing the Clark International Aviation Campus (CIACampus) by securing three strategic Memoranda of Understanding (MOUs) with leading Singapore-based aviation and technology firms.

The agreements, finalized during the recent Asia-Pacific Conference and Exhibition on Maintenance, Repair and Overhaul (MRO) in Singapore (September 16–19, 2025), are central to CIAC’s goal of transforming Clark into the Philippines’ premier aviation and logistics hub. The Aviation Campus is one of CIAC’s Seven Flagship Projects.

CIAC President Jojit Alcazar highlighted the importance of global knowledge-sharing. “Aviation in Singapore is a key component of its successful economy, and we’re fortunate to forge mutually beneficial relationships with leading institutions here,” Alcazar said. “These partnerships are specifically aimed at sharing expertise to help establish Clark’s own Aviation Campus, elevating our local industry to global standards.”

Details of the Partnerships:
  1. Aviation Training and Development (Dviation): On September 17, CIAC signed an MOU with Dviation Training Centre Sdn. Bhd. (represented by CEO Ibnu Hidayat Ishak). This collaboration focuses on cooperation in comprehensive aviation training and development, leveraging the Dviation Group’s experience in aircraft operations and technical support.
  2. Smart Aviation Technology (ST Engineering): On September 18, an agreement was reached with ST Engineering Urban Solutions Ltd. (represented by President Gareth Tang). This partnership will explore the development of smart cities and advanced aviation technologies within the Clark aviation complex, ensuring the area’s growth is supported by sustainable and intelligent infrastructure.
  3. Aviation Education and Workforce (Embry-Riddle): Also signed on September 18, the MOU with Embry-Riddle Aeronautical University–Asia Ltd. (ERAU-Asia) will explore joint efforts in aviation education, training, and workforce development. Embry-Riddle is globally recognized as one of the largest specialized universities in aviation and aerospace, providing a powerful academic foundation for the new campus.

“These partnerships affirm CIAC’s commitment to building strong ties with global industry leaders to advance Clark’s role as a leading aviation hub in the Philippines,” Alcazar concluded.

The Clark International Aviation Campus will be a key component of the broader Clark Aviation Capital, which already encompasses the Clark International Airport, Clark Global City, and over 60 locators across the aviation, logistics, commercial, and manufacturing sectors.
