The Department of Transportation (DOTr) has moved to significantly improve the daily commute for thousands of passengers in Quezon City, particularly senior citizens and Persons With Disabilities (PWDs). Acting DOTr Secretary Giovanni Lopez has ordered the issuance of special permits allowing approximately 300 buses from the Sapang Palay and Fairview areas to once again board and unload passengers along NIA Road.
This directive, which follows President Ferdinand Marcos Jr.’s goal of creating faster and more convenient travel for commuters, aims to greatly reduce the walking distance required for passengers transferring to the MRT-3 (Metro Rail Transit Line 3).
The Land Transportation Franchising and Regulatory Board (LTFRB) quickly acted on the order, issuing 268 special permits to bus operators.
“This needs to be done so that the passengers won’t walk too far, especially if they are moving to the MRT-3,” said Acting Secretary Lopez. “It’s difficult for passengers to walk a long way just to get a ride. It’s pitiful, especially for our seniors and PWDs. That’s why the bus station should be closer to the MRT so they can easily move.”
Secretary Lopez cited his own recent experience with commuting difficulties as a factor in his rapid decision, allowing him to personally understand the challenges faced by daily commuters.
New Rules and Bus Route
The buses, which loop from Sapang Palay, pass through Commonwealth Avenue, East Avenue, Internal Road, and NIA Road before returning, are now authorized to stop and pick up or drop off passengers on NIA Road.
However, strict rules have been put in place to maintain traffic flow and minimize disruption:
- No Waiting or Terminating: Buses are strictly prohibited from hanging out or setting up terminals in the area.
- Time Limit: Buses are only permitted to stay on NIA Road for a maximum of three minutes to load or unload passengers before continuing their route.
- Enforcement: Four personnel from the Philippine Coast Guard (PCG) and Land Transportation Office (LTO) traffic enforcers have been deployed to ensure compliance with the three-minute limit.
- Noise Control: Bus honking is prohibited in the area to avoid disturbing nearby residential buildings and offices.
Effective this October, buses are allowed to use NIA Road during rush hours only: 4:00 AM to 8:00 AM and 5:00 PM to 8:00 PM. The DOTr will assess the impact of this change next month to determine if the hours will be adjusted or the initiative will be continued.
