The Bureau of Customs (BOC) has successfully concluded its 9th Output 4 Working Group Meeting under the European Union-funded ARISE Plus Philippines project, marking the end of a pivotal year of customs modernization reforms. These achievements are set to significantly enhance the Philippines’ position in international trade by streamlining processes, bolstering security, and fostering a more competitive environment for Filipino businesses.
The culmination of Project Year 4 showcases the BOC’s commitment to aligning with international best practices and improving trade efficiency. Major accomplishments highlighted during the meeting include:
E-Commerce Trade Streamlining: The signing of Customs Administrative Order (CAO) 01-2025 on Cross-Border Control of e-Commerce Importations and a Memorandum of Agreement with PHLPOST (Philippine Postal Corporation) were finalized. These measures are designed to drastically speed up the clearance of parcels and provide clearer rules for the booming e-commerce sector.
Enhanced Risk Management: Technical frameworks for the Integrated Risk Management (IRM) portal were completed. This centralized system will allow the BOC to better target high-risk shipments, facilitating faster movement for legitimate trade.
Support for SMEs: The Authorized Economic Operator (AEO) program, which grants preferential customs treatment to trusted traders, was strengthened with updated guidelines and the development of a tailored AEO scheme specifically for Micro, Small, and Medium Enterprises (MSMEs). This initiative directly supports smaller businesses in competing globally.
Beyond regulatory reforms, the project prioritized educating the trading community. Key activities included:
Extensive Training: Government and private sector representatives received focused training on trade facilitation measures, e-commerce taxation, and risk management.
New Online Learning Platform: An online learning platform was launched in partnership with the Philippine Trade Training Center (PTTC). This resource will help businesses quickly adapt to new trade rules and procedures, promoting transparency and compliance.
BOC Commissioner Ariel F.
