The Office for Transportation Security (OTS), under the leadership of Administrator Undersecretary Gilberto DC Cruz, successfully launched the 2025 Unified Security Summit today in Makati City. The high-level event, themed “Building a Culture of Unified Protection: Preparedness, Compliance, and Cyber Vigilance,” aims to establish a robust and cohesive security framework across the entire Luzon region, specifically designed to strengthen national and global security measures against evolving and emerging threats.
Key Message: Collective Efforts for Unbreakable Security
In his compelling opening address, Usec. Cruz strongly emphasized that the efficacy and strength of the Philippines’ security framework are fundamentally rooted in collective efforts and synergistic partnerships among various sectors and the national government.
“The strength of this framework lies in the synergy of our collective expertise: your experience, your insights, and your dedication,” Usec. Cruz declared to the audience of security stakeholders. “This is a moment to learn, to contribute, and to collaborate, forging an unbreakable partnership between the private sector, law enforcement, local government, and the national government.”
The Administrator highlighted that the current global security landscape, characterized by complex physical and digital challenges, demands a multi-sectoral, unified approach to ensure the continuous safety of the public and critical infrastructure. The OTS, as the lead agency for civil aviation, maritime, rail, and road transportation security, is spearheading this initiative to ensure all security protocols are standardized, interconnected, and globally compliant.
The three main pillars of the summit—Preparedness, Compliance, and Cyber Vigilance—were chosen to directly address the most pressing threats to national security:

Preparedness: Focuses on enhancing the speed and effectiveness of security response through advanced training and scenario planning for potential threats, including acts of terrorism and natural disasters.

Compliance: Stresses the critical need for strict adherence to both domestic and international security standards and regulations, ensuring Philippine transportation security meets global benchmarks.

Cyber Vigilance: Addresses the growing threat of cyber-attacks on critical infrastructure systems, promoting a proactive and advanced defense posture in the digital domain.
The Unified Security Summit serves as a pivotal platform for dialogue, intelligence sharing, and the finalization of standardized operating procedures that will ultimately enhance the resilience of key transportation and critical infrastructure throughout Luzon.
