The Department of Agriculture (DA) and the National Dairy Authority (NDA) has unveiled the P59-M General Tinio Stock Farm, a flagship dairy development facility aimed at accelerating herd expansion, boosting local milk production, and improving the livelihood of Filipino dairy farmers.
The Nueva Ecija stock farm will serve as the country’s key breeding, development, and acclimatization hub for imported dairy animals. Once fully conditioned for Philippine climate and farm environments, these animals will be deployed to Dairy Multiplier Farms (DMFs) and eventually to smallholder farmers nationwide.
Agriculture Secretary Francisco P. Tiu Laurel Jr. said the facility directly targets one of the dairy sector’s biggest bottlenecks: the lack of productive dairy animals.
“Hindi na tayo papayag na manatiling mababa ang milk sufficiency ng bansa,” the DA chief said. “Kung hindi natin palalakihin ang ating dairy herd, mananatili tayong umaangkat at patuloy na mawawala ang oportunidad para sa ating mga magsasaka.”
Secretary Tiu Laurel added that the General Tinio facility is a model the DA and NDA intend to replicate nationwide.
“Dito, sistematikong palalakihin at iaangkop ang mga iniangkat na dairy animals hanggang maging akma sa klima ng Pilipinas,” Tiu Laurel said. “Kapag handa na sila, ililipat natin sa mga DMF, at mula roon ay makikinabang ang ating mga lokal na magsasaka.”
NDA Administrator Atty. Marcus Antonius T. Andaya said the stock farm is a major
step towards strengthening the country’s dairy value chain.
“This stock farm is more than infrastructure—it is a long-term commitment to building a strong, reliable, and self-sustaining dairy sector,” he said.
Andaya said the acclimatization is key to improving animal survival and output. “Kapag ang baka ay inangkop muna sa ating klima bago ibaba sa mga magsasaka, mas mataas ang tsansa nitong mabuhay, maging produktibo, at makapagbigay ng mas maraming gatas,” he explained.
Andaya also outlined NDA’s expansion vision. “When I presented this model to Secretary Tiu Laurel, he expressed full support and emphasized that every region should eventually have a stock farm,” he said.
The General Tinio Stock Farm features capacity for about 150 dairy cattle, equipped with modern misters, cow brushes, and a 15-hectare forage area—amenities crucial for animal comfort and high-quality milk yield.
Completed in just 18 months, the facility reflects the NDA’s swift and standards-driven project delivery.
“This facility is a blueprint for dairy modernization,” Andaya noted. “Ito ang magiging model farm na gagayahin sa iba pang pasilidad.”
Secretary Tiu Laurel reaffirmed DA’s broader support for dairy development—from herd buildup and feed production to animal health programs, enterprise development, and stronger market linkage.
“Kapag lumago ang dairy industry, mas maraming pamilyang kumikita, mas malakas ang agribusiness, at mas mabilis ang pag-ikot ng ekonomiya sa kanayunan,” he said.
General Tinio Mayor Sherry Ann D. Bolisay attended the launch and expressed full support for the NDA’s project, underscoring the municipality’s commitment to advancing local dairy development.
The inauguration gathered national, regional, and local officials, as well as representatives from DBM, COA, GCG, and dairy farmers from across Central Luzon.
The General Tinio Stock Farm is the first of five NDA stock farms to reach inauguration, with the facilities in Ubay (Bohol), Malaybalay (Bukidnon), Carmen (Cotabato), and Prosperidad (Agusan del Sur) nearing full operational readiness.
