In a significant move toward modernizing government operations and enhancing ease of doing business, the Department of Tourism (DOT) and the Landbank of the Philippines (LBP) officially signed a Memorandum of Agreement (MOA) today, January 13, 2026.
The partnership aims to cultivate a more efficient, reliable, and transparent service environment for tourism stakeholders nationwide by integrating advanced digital payment and procurement solutions.
The collaboration focuses on two primary digital pillars designed to phase out manual processes and improve financial oversight:

Online Payment Integration (LinkBiz Portal): The DOT will adopt Landbank’s LinkBiz Portal, a secure electronic payment platform. This allows tourism stakeholders and the general public to settle fees—including accreditations, regulatory charges, penalties, and bidding documents—through real-time online transactions accessible from anywhere in the country.

Government Purchase Card (GPC) Program: The agreement institutionalizes the use of the GPC for authorized DOT personnel. This electronic card serves as an alternative payment method for official goods and services, aimed at reducing procurement lead times, lowering administrative costs, and strengthening fiscal monitoring.
Tourism Secretary Christina Garcia Frasco emphasized that this agreement is a cornerstone of the department’s digital transformation strategy. “I am hopeful that this partnership today will be the first of many, for there is so much work that we can do together to help our communities, to give accessibility to financial inclusion, and of course, to tourism digitalization,” Secretary Frasco stated.
LBP President and CEO Lynette Ortiz expressed Landbank’s commitment to supporting the DOT’s mission through financial technology.
“By streamlining payments and accelerating procurement processes, we aim to support the DOT in focusing even more on its core mission—promoting our country, empowering tourism enterprises and workers, and welcoming the world to our shores,” Ortiz added.
