PNR strengthens regional ties: GM Miranda leads strategic asset management mission in La Union

Moving to modernize operations and foster stronger local partnerships, Philippine National Railways (PNR) General Manager Deovanni S. Miranda led a high-level delegation to the Province of La Union for a series of strategic site visits and stakeholder consultations on February 5 and 6, 2026.

The two-day mission focused on streamlining PNR’s asset management and aligning the railway’s property utilization with the province’s rapid infrastructure development.

In the Municipality of San Juan and San Fernando City, the PNR team prioritized grassroots engagement through the PNR Caravan. This initiative provides a direct platform for local business owners and residents occupying PNR properties to:

  • Address long-standing property concerns.

  • Formalize and streamline lease contracts.

  • Ensure legal compliance while supporting local entrepreneurship.

“Our goal is to transform PNR’s assets from passive landholdings into active catalysts for local economic growth,” said GM Miranda. “By bringing our services directly to the people of La Union, we are making it easier for businesses to operate legitimately and sustainably.”

During meetings with the Office of the Governor and the Sangguniang Panlalawigan, GM Miranda presented proposals for the construction of Alternate Access Roads along PNR properties. This collaborative project aims to decongest primary provincial arteries and improve overall mobility within the region.

The delegation also visited the Municipality of Caba to further engage with local stakeholders, ensuring that PNR’s long-term rehabilitation plans remain in sync with the municipality’s urban planning goals.

GM Miranda was supported by a technical and legal team of key PNR officials, including:
