CAAP accelerates modernization of Civil Aviation Training Center

The Civil Aviation Authority of the Philippines (CAAP) is charting a new course for aviation excellence, announcing a comprehensive modernization of the Civil Aviation Training Center (CATC) to transform it into a premier hub for “smart classroom” learning.

In line with the directives of President Ferdinand Marcos Jr. and Transportation Secretary Giovanni Lopez, CAAP is prioritizing significant infrastructure and technological upgrades. These investments are designed to ensure the Philippines remains at the forefront of global aviation safety and efficiency. Key initiatives include:

  • Facility Expansion: Physical building upgrades to accommodate a growing student body.

  • Next-Gen Equipment: The acquisition of advanced simulators and high-tech training tools.

  • Digital Transformation: The rollout of a new automated Aeronautical Information Services (AIS) system to streamline data and operations.

  • Smart Learning: A full transition toward digitized, interactive classroom environments.

While technology takes center stage, CAAP Director General Retired Lt. Gen. Raul Del Rosario emphasized that the human element remains the Authority’s most vital asset.

“We recognize the critical role you play in ensuring the safety and security of our skies,” said Director General Del Rosario during a recent address to CATC instructors. “Training is the foundation of safety, and safety is non-negotiable. While we modernize our systems and facilities, our most important investment will always be our people.”

The Authority underscored that instructors are the architects of the Next Generation of Aviation Professionals (NGAP), tasked with molding competent, safety-driven experts who will command the Philippine skies.

The announcement comes on the heels of a historic year for the CATC. Under the ICAO TRAINAIR Plus Programme, the center achieved two major international milestones in 2025:

  1. Silver Membership (January 1)

  2. Gold Membership (December 11)

These rapid advancements affirm that CATC’s training modules and facilities meet the highest global standards for aviation education.
