The Maritime Industry Authority (MARINA) is charting a new course for domestic shipping, moving to mandate the Shipping Online Ticketing System (SOTS) for all inter-island passenger vessels. This initiative marks a pivotal step in the agency’s mission to digitize the maritime sector and enhance the commuter experience.
Following a series of intensive public consultations held in Cebu City and Iloilo City, MARINA gathered crucial feedback from shipping operators, the Philippine Ports Authority (PPA), local government units (LGUs), and tech providers regarding the proposed Memorandum Circular.
The SOTS is a central pillar of the updated Maritime Industry Development Plan (MIDP). By moving away from traditional paper-based systems, MARINA aims to solve long-standing industry bottlenecks.
The proposed system offers several transformative benefits:

Operational Intelligence: Data-driven insights will allow MARINA to better regulate and optimize inter-island routes.
During the consultations, Director Annabell P. Lagas of MARINA’s Domestic Shipping Service emphasized that the shift is rooted in public interest.
“Digital transformation in domestic shipping is not only about technology—it is about improving public service, ensuring transparency, and safeguarding passengers,” Director Lagas stated. “Industry input is vital in shaping policies that are progressive while grounded in the sector’s operational realities.”
MARINA is currently reviewing the recommendations and technical concerns raised by stakeholders during the two-day summit. The agency plans to conduct further technical consultations to ensure the final Circular is both robust and practical for shipowners of all sizes.
This move reaffirms MARINA’s commitment to inclusive governance, ensuring that the transition to a “Digital Blue Philippines” leaves no passenger or operator behind.
